Registration
  • Is this Competition open to non-professional? Any age restriction?
    This Competition is open to both the professionals and members of the general public. There is no age restriction, however, consent from parent(s) or guardian(s) for participants under age 18 is required. The parent or guardian of the said participant is required to sign the appropriate sections of Annex 1 and 2B.
  • Which competition group should I participate if I am an architecture, engineering, landscape architecture, planning or Urban Design student, or a student/associate/affiliated member of the related professional institutes?
    Unless teaming up with a qualified professional, being a registered, fellow or full member of the relevant professional institute, students, graduates or student/associate/affiliated members of professional institutes can only participate in the Open Group.
  • Do all members of a collaborative entry for the Professional Group have to be registered professionals or members of a professional institute of architects, engineers, landscape architects, planner or urban designers, or only the Team Leader?
    In order to enter the Professional Group, as minimum requirement, the Team Leader should be a registered professional or a fellow or full member of a professional institute. In the event that a company is leading the collaborative entry for the Professional Group, the person duly authorized to represent the company shall be a registered, fellow or full member of a relevant professional institute. Please refer to Clause 11 of this Competition Document and Section 2 of Annex 1 for details.
  • Is there any competition fee?
    There is no competition fee to enter and participate for this Competition.
  • Should I expect a confirmation that my registration has been accepted?
    Upon successful registration, a Confidential Registration Number will be issued within two days. Participants are reminded to ensure their compliance with eligibility as outlined in the Competition Document, in particular clause 11.
  • After the Registration deadline, can we change the members of our Group?
    Any changes to the composition of members for a collaborative entry will not be accepted.
Entry Submission
  • My team is planning to submit other materials such as 3D-Animation and Physical Model as supplementary information in addition to the foam board panels required, will we be disqualified if we do so?
    Yes, your team will be disqualified if the submission does not comply with the requirements as stated in Clause 14 of this Competition Document.
  • Can I implant a small LCD panel for displaying 3D-animations or other renderings? Will I be disqualified?
    Yes, you will be disqualified if the submission does not comply with the requirements as stated in Clause 14 of this Competition Document.
  • We would like to know if the post stamp can be proof of the submission being submitted before the stipulated deadline?
    No, participants are reminded that the submission must reach the address stipulated in Clause 7 of this Competition Document before 2:00pm 29 January 2018 (Hong Kong Time). Submissions will STRICTLY be rejected, irrespective of whether the delay was solely caused by your chosen courier or postal service provider.
  • Fearing that our submission may not be able to arrive during the submission period (23 January 2018 – 29 January 2018) due to any logistics problems, can we send the Entry submission earlier than the stipulated period?
    We will only accept Entry submissions before the time stipulated in Clause 7 of this Competition Document. Please liaise with your mail service provider to ensure the submission will arrive at the designated addresses within the stipulated time interval.
Ineligibility
  • If the boss of my company is a member listed in Annex 6 of this Competition Document, can I participate in this Competition?
    If you and your team members have not been involved in organizing this Competition, you can participate in your own capacity or in your company’s capacity if you have the necessary authorization to do so.

    If in doubt, you are advised to complete the declaration in the online registration to declare any actual, potential or perceived conflict of interest cases for the Professional Adviser’s consideration.
  • My father is a member listed in Annex 6 of this Competition Document, can I participate in this Competition?
    No. As stated in Clause 12 of this Competition Document, immediate family members of any member listed in Annex 6 are prohibited from participating in this Competition.
  • I co-own a company with one of the Jury member, can I participate in this Competition?
    No. As stated in Clause 12 of this Competition Document, business partners of any member listed in Annex 6 are prohibited from participating in this Competition.
  • I was a student of a member listed in Annex 6 of this Competition Document, can I participate in this Competition?
    Yes, provided that there are no personal interest or financial interest between yourself and the members listed in Annex 6.

    If in doubt, you are advised to complete the declaration in the online registration to declare any actual, potential or perceived conflict of interest cases for the Professional Adviser’s consideration.
Participants may make enquiries regarding the details of the Competition to the Professional Adviser by email on or before 5 January 2018 12:00 noon Hong Kong Time. The Professional Adviser will, in response, upload his replies to FAQ section of the Competition Website. The Professional Adviser will not reply directly to any individual Participants.

  • The competition documents stated that no back-out maneuvering of vehicle is allowed. It is noted that ingress/egress point is only at CGS site and the coaches have to pass through the CGS site. Given the limited site area, please specify the requirement.

    The CEDD Coach Parking ingress / egress is indicated as a gate symbol in Diagram 2 of Annex 4. For avoidance of doubt, there should be separate ingress / egress points for the CEDD Coach Parking Site and the CGS Site. However, any internal communication between the 2 sites is subject to Participant’s design.

  • Q1. When will the CGS project completed?
    Q2. Is there any connection point from the proposed Wan Shing Street footbridge to the proposed CGS? Is there any staircase or lift tower connecting the footbridge to the proposed CGS?
    Q3. For the CEDD carpark, will the passengers of the CEDD coach regarded as visitors to the CGS? Is there any more information about the purpose of the CEDD coach?

    Q2. There is no connection point from the proposed Wan Shing Street footbridge to the proposed CGS. Subject to any design changes by CEDD of the proposed Wan Shing Street footbridge, the preliminary location of the proposed staircase and lift would be at the corner of the junction of Hung Hing Road and Wan Shing Street as shown in attached sketch diagram

    Q3. The parking lot is proposed to be a public parking area for coaches and is not a designated facility for the CGS.

    1. The generally clear headroom for loading/unloading area is 4.7m, but the design shall also cater for easy transportation of baling machine. Please also refer to Annex 4 - para 5.1.1(a) of the competition document.

    2. Back-out maneuvering of vehicle within the CGS site or the coach parking site should be avoided.

    3. Save for statutory requirements, there is no setback requirements from the neighboring sites.

    4. Please refer to Annex 4 - para 5.1.1(c) of the competition document. “The design shall allow for future installation of split-type air conditioning in offices and muti-purpose room.”

    5. Please refer to 01 of Annex 5 for appointment of the operator. “The CGSs are government-funded and operated by non-profit-making organisations which are selected through open tenders.”

    6. Please refer to ANNEX 4 point 5.1.1 General (a) of the Competition Document, “Minimum clear headroom inside Storage and Workshop (Sorting) and Storage and Workshop shall be at least 2.4m, except at the path for transportation of baling machines which shall have uniform clear headroom of minimum 5.3m.”

    7. We have no available information on the programme of construction of the proposed footbridge.

    - Can a pedestrian connection be made directly with the footbridge to the CGS site?

    - No. The ingress/egress point should not be shifted or separated. Please refer to the ingress/egress point of the WCCGS shown on Diagram 1 in ANNEX 4 of the Competition Document.

    -There is no restriction for the participants to propose direct footbridge connection to the CGS site, but the participant’s attention is drawn to Annex 4 - para 5.1.1(b) of the competition document.

  • Thank you very much for organizing this competition. The tour last Friday was quite informative and thank you for arranging it.
    As our team going through the brief, we’d like to submit some specific questions regarding details of the site condition as follow:

    1. What is the height limit of our current site?
    2. Does current CGS site boundary has any building setback requirement?
    3. Could we have a basement?
    4. Could we store water tank in basement level?
    5. What is the purpose for the proposed public coach parking site? In other words, would tourists be brought in to the site or will it be a rest stop for coach drivers only?
    6. Can we propose a new footbridge?
    7. Is canopy allowed in the public coach parking site?
    8. Could we extend our building design to the Coach Parking site provided that we provide enough parking space for the number of tour buses required?

    1. No part of any structure shall exceed a height of 20mPD.
    For the purpose of the Design Competition, please make reasonable height estimation based on surrounding footbridge levels (having due consideration for minimum height clearance for EVA and double decker buses).

    2. Save for statutory requirements, there is no setback requirements from the neighboring sites.

    3 & 4. There is no restriction for the participant to propose construction of basement, but any costly design features might raise doubt concerning budget viability.

    5. The parking lot is proposed to be a public parking area for coaches and is not a designated facility for the CGS. .

    6. Please note that the design should be confined within the “Competition Design Boundary”.

    7. The parking lot is proposed to be an open public parking area for coaches with no shelter.

    8. Please note that according to (A) of Annex 4, the “proposed WCCGS Building must be located within the WCCGS Site Boundary”.

  • Are there any requirements on Transformer Room? Or can an approximate area of plant room required maybe given. Given the congested site area, the BS rooms may have a huge impact on building bulk / open space provision. (And not to mention CFA and the tight budget)

    12:00noon on 15 January 2018 Hong Kong Time is the closure of Registration. Please be remained that those who have not registered will not be accepted to enter the Competition.

    As stipulated in Clause 7 of the Competition Document,
    “Entries shall be sent by post or delivered by hand and must be received by the Professional Adviser at the follow address between 9:00a.m., 23 January 2018 (Tuesday) and 2:00 p.m., 29 January 2018 (Monday) during opening hours below.”
    2:00 p.m. on 29 January 2018 Hong Kong Time is the closure of Submission.

  • Our team was unable to attend the site visit on Dec 29. Will the tour information about the briefing on the operation of an operating Community Green Station (CGS), the workflow for handling recyclables collected and various compartments of the CGS, etc., be available to registered participants later on for reference?

    Reference materials that were discussed in the guided tour are available within the Competition Document, or website link from reference CGS under the Competition Brief tab.

    Furthermore, all current operational CGS are opened to the public, and staff at the CGS are happy to answer general questions regarding recycling etc during opening hours. Participants are encouraged to visit these CGS at their own time also.

    Participants may also visit EPD’s website for Hong Kong Waste Reduction to understand the concept of CGS.

    As clarified during the Guided Tour, the operator of the Wan Chai CGS is not yet confirmed and may not be the same operator of Eastern CGS. The purpose of the Guided Tour was to allow participants to understand the concept of CGS and its operational requirements. The Schedule of Accommodation outlined in Annex 4 already provided the functions required, and designers are encouraged to consider proposals which optimises the functional requirements.

    As stipulated in Clause 11 of the Competition Document, “only one entry will be permitted from each successfully registered individual / group.”

    There may be more than one office entry, provided that the team members are not participating in other teams from the same office. Hence, each individual may only register once regardless of it being an individual, office, group, or collaboration entry. As stipulated in Clause 11 of the Competition Document, “Any Entries involving duplication of participants in registrations will be disqualified.”

    An “office” / company entry is a submission completed by an office with business registration number and entering the Competition in the compacity of an office. A “group” entry is a submission completed by a group of individuals entering as individual capacity. There is no difference between office or group entry in either the Professional Group or Open Group. Such naming is simply for record purposes and publicity purposes should you win the competition.

  • according to para. 2.2 of annex 4, "....the WCCGS design shall have due consideration of the adjacent public coach parking site for 8 coaches (diagram 2)..... provided that the ingress and egress locations are maintained...."; it is noted that in diagram 2, only 1 ingress / egress is marked, does that imply the WCCGS and the coach parking site will share the same ingress / egress and internal road communication will have to be provided between the 2 sites?

    There are no existing trees within the CGS Site Boundary. Notwithstanding, there are existing trees within the CEDD Coach Parking Site (Please refer to Diagram 2 of Annex 4). Participants may suggest in their submissions whether to retain or remove the said trees.

    No further information is available for the WSD Salt Water Pumping Station, which is currently in operation, and Participants may make reference to it if necessary.

    Yes, you may participate. As stipulated in the Competition Document clause 12:
    “The Promoter, Organising Committee, the Professional Adviser, Members of the Jury Panel (including reserve jurors), and Members of the Technical Committee are strictly prohibited from participating directly or indirectly in this Competition”.

    As ArchSD is only a partnering organisation and not one of the aforementioned, current staff of ArchSD can participate in the competition.

    However, those who has been concerned with the preparation or the organisation of the Competition shall not be eligible. (i.e. ArchSD members who participated in the organisation of the Competition cannot enter into the competition).

    Furthermore, you are reminded that if you have any personal / financial interests between any of the members listed in Annex 6, you are advised to make the appropriate declarations during registration for the Professional Adviser’s consideration.

    As friendly reminder, clause 11 of the Competition Document stipulates that by registering for the Competition, Participants are deemed to have obtained the necessary consent from their offices or employers for participating in the Competition.
